in-house competitions are always good. my team runs them once a week, with the winner having an all expense paid for lunch.
alternatively i know other ppl tend to put up small prizes for grabs such as a free trip to the hair dressers etc.

Cash and incentives, or less money the less referals. There paycheck can start at $0 at the beggining of the week, and the money amount is increased per refferal or however you want to rate it.

In any business enviromnent if morale is low, or if the sales reps are not performing to the standards, you need to come up with a motivation plan.
One of the most popular plans out there are called spifs, spif is a short word for "instant gratification", the way it works is that you take your sales reps and divide them into teams. You make up a game to try and get them to compete with eachother. At the end of the day the sales rep with the most sales, or the team with the most sales wins the prize or "spif"…The spiff can last a day, a week or a month, but the sooner the sales rep get the reward the more he’ll she’ll but ass to acomplish the task.

Tie it to their pay, and make it attainable, but with increasing rewards as their referrals increase.
I reward my customers with a little financial incentive if they send their friends my way, and we do business. Your customers are often an untapped resource waiting to happen. Good luck!
